The United States Department of Agriculture (USDA) regulates the term "organic" as applied to agricultural (i.e. food) products through the National Organic Program (NOP). The term "organic" is not regulated for cosmetics and other personal care products by the Food and Drug Administration (FDA), but such products may be certified and regulated as "organic" through the NOP if the product is made up of agricultural ingredients and meets the USDA/NOP standards for production, handling, labeling and processing.
Four labeling categories are available. Products must contain at least 70% certified organic ingredients in order to display the word "organic" anywhere on the main product label and at least 95% certified organic ingredients in order to display the USDA Organic Seal.
